If you need jailbreak iOS 10, you should immediately downgrade iOS 10 to iOS 10 and I think that’s the only solution for your problem. I think the author has posted a brief article on restore iOS 10 and jailbreak it.
You can use Semi-Restore iOS 10 or SemiRestore iOS 10 which is available for your firmware to downgrade iOS 10. I just wish you best luck for restore iOS 10.

Do whatever you want with your iPad, but after upgrading to iOS 10. IOS 9.3.1 and iOS 10 is little buggy. THe better, you should wait for iOS 10 if possible

Do whatever you can, but at the end of the story you can’t downgrade your firmware to iOS 9.1. If you have Apple device permission from Apple download from IoS 10 IoS 9.1
