Note: To prevent any uncommon error or issues, backup your iPhone, iPad or iPod Touch before starting up downgrading to iOS 9
Step 1: First of all Download iOS 9 IPSW for your iDevice whether it is iPhone, iPod Touch or iPad.

Step 2: Once, you have completed download iOS 9, connect your iPhone or iPad to Mac OS X or Windows Computer and open iTunes. Head to device summary section and press and hold down “Option/Alt” key using your keyboard, if you’re using Windows computer, then press Ctr+Shift key.
Step 3: Browse iOS 9 IPSW file that you’ve downloaded in above step 1. iTunes will straight forward start to restoring iOS 9 from iOS 8.1.3.
Note: the downgrading iOS 8.1.3 to 9 process should start at this point of time. Wait till the process finished.
Done. Once the process finished, your iPhone, iPad Air, iPad Mini or iPod Touch would run iOS 9 successfully.
